The new crown epidemic has intensified public use of plastics. On March 3, 2020, in Changchun, the epidemic prevention and control was upgraded. The pharmacy surrounded the counter with plastic film to prevent direct contact with the drug buyer.

Ultra-thin plastic bags with a thickness of less than 0.025 mm, disposable plastic cotton swabs, facial cleanser containing plastic beads, non-degradable express packaging ... These common plastic products have recently been on the blacklist. On April 10, 2020, the National Development and Reform Commission and relevant departments drafted the "Catalogue of Plastic Products Prohibited, Restricted for Production, Sales, and Use (Draft for Comments)" (hereinafter referred to as the "Catalogue"), and 13 types of plastic products were listed.

This is three months after the new "plastic restriction order" was issued, the official once again said "no" to plastics. On January 19, the National Development and Reform Commission and the Ministry of Ecology and Environment issued the "Opinions on Further Strengthening the Control of Plastic Pollution", known as the upgraded version of the "Plastic Restriction Order." On April 29, the revised new solid waste law was reviewed and approved, and relevant regulations for plastic products were also added.

Compared with the "plastic restriction order" more than ten years ago, this series of new regulations no longer only targets plastic shopping bags. The 13 types of plastic products are gradually ushering in a "deadline" in the three time points of 2020, 2022 and 2025.

This is the first time China has banned plastic products on such a large scale from the source. However, when the new "plastic restriction order" was promulgated to catch up with the outbreak of the new crown epidemic, the "Catalogue" also gave a green light to public health incidents. Although the epidemic has stabilized, the public has become more dependent on e-commerce and take-out. It remains to be seen how the upgraded "plastic restriction order" will be implemented.
